Two public meetings on the Milngavie Community Consultation will be held in June:

Tuesday 9th June, 7pm

Thursday 11th June, 7pm

Both meetings will be at Milngavie town hall.

New planning proposal for Glassford House area

Just in- when the Factor’s house was renovated there were planning conditions applied which restricted further development on the site. An application has been lodged to remove these restrictions:

TP/ED/14/0538 | Removal of planning obligation from planning permission TP/ED/01/0411 restricting the construction of non-ancillary residential accommodation and separate disposal of said subjects | Glassford House 3 Auchenhowie Road Milngavie East Dunbartonshire G62 6EJ

This would be a step towards the development of other residential properties on the site – with implications for the visual amenity and conservation of the Grade A listed building, the Factor’s House.

Advice from the Woodland Trust

Local resident Ann contacted the Woodland Trust for advice about defending the woods. Here’s their (very helpful) response. Thanks for sharing Ann!

“I am afraid that as the consultation deadline to comment on this was 20th June that we are unable to make any representations to the council regarding the proposals around Dougalston Wood.  This is however something that we are concerned about and would want to comment at the next available time.  We will monitor the situation at this site, however please do also contact us if you  hear of a new consultation or a planning application is submitted.
In the meantime there is a lot that you may be able to do in your local community to raise the awareness of this site and that it has been put forwards in the local development plan.  You may find useful information to help with your query in our comprehensive  WoodWatch Toolkit, which was compiled by expert conservationists and campaigners to enable you to affectively fight for your local ancient woods I highly recommend the following factsheets for you:
You can build further support by raising awareness in a number of ways and we recommend all sorts of actions such as; writing a letter to the local paper, a leaflet drop in the local area, posters in the local library and community centre and not forgetting Twitter and Facebook. If you let us know about any petitions which you may be running we can help you by circulating your campaign to some of our dedicated audiences through our Campaigning Facebook page.  “

Latest from EDC planning committee

EDC has just published another planning newsletter (see link below).

It confirms that the Council are proceeding as outlined in the last newsletter (see  the last post about this) .

It also contains information about the next consultation from the Council, which will be on Culture, Sport and Leisure – this process will start in late summer/autumn 2014 and we will need to monitor this also as leisure policy and sport policy may influence approaches to spaces such as golf courses!

What happens next to our responses

Callum of the Milngavie Community Council sought some clarification this week about the LDP process and the Additional Sites work in particular.

Just to be clear – the Council are looking tomorrow at a proposed list of development sites (see earlier blog posts) but in tandem the planning office will be analysing the consultation on additional sites (which includes our correspondence to them on the Dougalston Golf Course and Glassford House sites.

Also, the Council will undertake a Strategic Environmental Assessment (SEA).

 

Here’s what Richard Todd of EDC Planning explained to Callum, and Callum’s original enquiry:

 

 

Callum,

Thanks for the update. Now that consultation on the additional sites has been completed, our focus is on analysing the responses and preparing a separate ‘Report of Consultation’ summarising the comments on these additional sites for publication on the website. The outcomes of the consultation will also help to inform our ongoing engagement with Elected Members through the Local Development Plan Working Party process, with the aim of establishing the most appropriate sites to take forward through the
Proposed Plan. We are aiming to publish the Proposed Plan in April 2015 and full details of the steps involved are set out in our Development Plan Scheme which can be found on the Council website:

In terms of the Strategic Environmental Assessment process, the Council’s SEA Officer will be responsible for undertaking these assessments, and there is no mechanism for the community to input into the actual production’ of the SEA. However, an Environmental Report containing the SEA will be published alongside the Proposed Plan in April 2015, and there will be an opportunity for the public to comment on the SEA at this stage.

One further question; in the booklet A-2 at para 4.19 can you clarify the
meaning of the following text in conjunction to the possible new sites for
addition to the LDP? In particular, can you give me an idea of the
timescale and work involved when “full consideration” is mentioned?

Can the community have input into the production of  an SEA for a
particular proposed site?

4.19 “A consultation, which ends on 20 June 2014, on the additional sites submitted during the MIR consultation, will require full consideration. More information can be found on the Council’s website . On-going Strategic Environmental Assessment (SEA) work, which takes place throughout the LDP development process, will result in a full SEA which will accompany the Proposed Plan. In addition officers will be drafting other elements of the Proposed Plan and this process will be guided by the LDP Working Part y. This may result in other policies being developed which may have a bearing on the detail of the housing strategy, for example housing site densities. This range of work may result in changes to the final housing development strategy and these will be reported to the LDP Working Party.”

Council meeting Thursday 26 June – 6pm

East Dunbartonshire Council will meet within Tom Johnston Chamber, 12 Strathkelvin Place, Kirkintilloch on Thursday 26 June 2014 at 6.00pm to discuss the Local Development Plan Proposed Plan – “Where We Live” Section. The report is now confirmed on the agenda and is available on the Council website at:

Council officials are recommending a development plan which does NOT include any of the Dougalston sites, or Craigton Woods, but this is not a guarantee that developments in Dougalston are off the agenda completely.

If anyone can make the meeting this would be great – although members of the public are not entitled to speak at the meetings it is good for the Councillors to know there is interest in the issue.

Although the current plan proposed by Council officials does not include any of the Dougalston sites, the Additional Sites consultation has yet to be fully considered. This could result in a recommendation that other sites are added to the plan.

The fact that a number of objections have been submitted is very positive and strengthens the case against adding Dougalston sites to the plan.
It is also possible that Councillors will not adopt the plan proposed by officials or that the plan is amended later in the process in response to further information.
Therefore it is very important that we continue to monitor the situation. Any updates I am aware of will be posted to this blog.

Please support Mains Estate Residents Association

It was a member of the Mains Estate Residents Association (MERA) that first alerted us to the planning developments affecting Dougalston. Over on the Mains Estate they are facing similar issues and fighting to preserve ancient woodland in Craigton Woods – an area with a very rich natural and human heritage.

You can support MERA by mentioning in comments that as well as specific objections to the Dougalston proposals the Council should respect Tree Preservation Orders and current designations of ALL green belt sites and that overall development in Milngavie cannot be sustained by the road system.
